ORGANISATION OF PRODUCERS’ CO-OPERATIVE SOCIETY

On the declaration of the Year 2005 as ‘Youth Revolutionary Year’ the Department of Cooperation had floated a project in order to orient and associate the youth of the State in the Cooperative Movement. The Department had designed a scheme to form viable and sustainable Producer Cooperatives mainly in the filed of Agriculture and Allied Activities and Tourism. At the initial stage, Sensitization programme was held throughout the State on registration of GPU based Production related, employment oriented and focused to rural areas cooperatives based on Agriculture, livestock, small-scale industries and service sector, tourism etc. The scheme was designed to be implemented by SIMFED and SISCO Bank jointly so as to create a linkage between the Apex and the Primary Societies. The Department is the facilitator and renders support in terms of awareness creation, capacity building, share participation and providing incentives. SIMFED and SISCO Bank jointly assists in formulation of the Project report, project appraisal, selection of viable and sustainable societies, marketing of products, monitoring and evaluation and submission of utilization certificate to the Department. The ceiling limit of the total project cost is restricted to Rs. 3.00 Lakhs. About 75% of the total Project Cost is provided as Grant-in-Aid and Government Share by the Department. 20% is Bank Loan Component and 5% is Member Share Participation. As a modest beginning Rs. 37.00 Lakhs was released to SISCO Bank for the implementation of the Scheme during the Year 2005-06.

Though initially the scheme was designed for the year 2005-06 and was to end by 31st March 2006, viewing its popularity the scheme has continued over the consecutive years. Till date 17 (seventeen) such cooperatives have been brought under the scheme.
