The Honb’le Minister, Cooperation, Shri K. N. Rai  had series of meetings with the members of Cooperatives and Department in all Sub-Divisions between 6th August 08 and 22nd August 08. Some of the major / common points that were emerged out from the meeting is given below:-
 

  1. The managers of the cooperatives are paid salary raging from Rs. 1000/- to Rs. 2000/- per month which is below the wage paid to the MR employees of the State Government. It was opined that the salary of the managers should be made at par with M.R. employees and Government should partly bear the salaries of the managers by providing  managerial subsidies to the cooperatives
  2. Considering the market value of land and cost of construction materials, the government grant of Rs. 2.50 lakhs/ Rs. 3.00 lakhs is therefore not sufficient to create infrastructure for the cooperatives. The construction grant should therefore be enhanced by the Government
  3. Government should provide price support for marketing and agricultural produce. Transport and Marketing subsidy of Re 1/- per kg. provided by the Department should be enhanced to Rs. 3/- per kg. considering the hike in transport and HSD cost
  4. Distribution of PDS items were not given to many cooperatives by the F & CS Department. They opined that distribution of PDS items should be made through the cooperatives all over the State
  5. Awareness and sensitization programme should be taken up vigorously by the Department to increase the members’ involvement in the cooperatives. Instead of district and sub-division level, the awareness camp should be held at Block Administrative Centers and possibly at Gram Panchayat units
  6. All members expressed dissatisfaction over the quality and quantity of consumer goods available at SIMFED Godown. Therefore, SIMFED should ensure quality and enough stocks in its Godown throughout the year. Further, the committee members opined that the consumer distribution programme was impaired by transportation problem. Hence, to overcome his problem, SIMFED should increase present transport fleet or department should arrange adequate transportation
  7. Rs. 77,000/- provided by the department in 2002 have been exhausted and most of the cooperatives have failed to take up marketing of agricultural produce due to paucity of fund. The department should provide another dose of Rs. 4.00 to Rs. 5.00 lakhs to the cooperatives to improve their financial position
  8. There should be proper coordination between the Apex and Primary Cooperatives. Similarly, the department should have proper coordination with other line departments so that all welfare activities of the Government should be routed through the cooperatives
  9. Construction and contract cooperatives have failed to get tender and construction works. 15% price preference allowed by the Government to the cooperatives should be made applicable in letter and spirit on construction and supply works
  10.  all committee members felt that the National Rural Employment Guarantee  Scheme (NREGS) should be implemented through the cooperatives all over the  state
  11.  The Department cannot support and provide assistance to the cooperatives with the present budgetary provisions. Since cooperatives are based at village level,  to develop socio economic condition of the rural areas the government should accordingly enhance the budget of cooperation Department

            Subsequently, on 5th September 2008, a follow-up meeting was called by the H/M, Cooperation with the Departmental Officials and the Apex Bodies wherein the earlier discussed issues were discussed and deadlines were given to sort out all the problems.
