Charter of Services of the Department of Cooperation  
     
1. The Department of Cooperation is the registering body of the Cooperative Societies

A Cooperative Society is best understood when referred as an Institute. It is ideology driven and value-based voluntarily formed institution. It has a set of internationally recognized and accepted seven Principles of Cooperation. The members of a Cooperative Society pool their resources to constitute a working capital to fulfill their common social, economic, cultural and spiritual needs.

The Department considers registration of Proposal of Cooperative Societies within 4 months from the time of submission of the Proposal

 
     
4. Any approval for Amendment, Modification of Proposal of Bye-Laws etc. will be completed within 30 days time  
     
5. The Field Functionaries of the Department shall inspect Cooperative Society once a month or more as the case may be  
     
6. Audit Services shall be made available within 30 days on demand  
     
7. On Demand, Cooperative Education services shall be made available to the Cooperative Societies in every Annual General Meeting  
     
8. On Demand, training on Book-Keeping shall be made available in a group to the Trainees of Cooperative Societies  
     
9.

On Request from the Cooperative Societies, the Department will depute personnel for stock verification and issue of certificate at the closure of every cooperative year

 
     
10. On request from a Cooperative Society, special audit services shall be made available within 10 days time  
     
11.

On receipt of complain for inquiry from a Cooperative Society, the area Cooperative Inspectors/ Assistant Registrar will be entrusted to inquire into or provide preliminary report within 15 days time

 
     
12.

At the Apex Level, Sikkim State Cooperative Bank is registered with Registrar Cooperative Societies under RBI license to cater to the credit needs and deposit mobilization of the Cooperative Societies

 
     
13 Two Marketing Federation, SIMFED and DACS is at the State Level to cater to the marketing needs of the Cooperative Societies  
     
14. A State Cooperative Union has already been registered to cater to the development and enhancement of Cooperative Human Resources  
     
15. Subject to availability of Plan Fund and First come first serve, Cooperative Societies shall be provided some Financial Assistance for construction of Society Building  
     
16.

Subject to availability of Plan Fund and first come first serve, Cooperative Societies shall be provided a token amount in the form of managerial assistance, rental assistance, working capital etc as one-time grant during its initial stage of operation

 
     
17.

Subject to availability of Plan Fund and first come first serve, Production Oriented Cooperative Societies organized by local educated unemployed youth shall be provided financial assistance for execution of Project

 
     
18.

Multipurpose Cooperative Societies at the Gram Panchayat Unit level have already been provided a special package to stabilize its business at the Grass-root level

 
     
19.

Subject to availability of Fund and first come first serve, the Cooperative Societies shall be provided with transport and Marketing Subsidy against their business transaction with SIMFED

 
     
20.

Subject to availability of Fund and first come first serve, Primary Milk Cooperative Societies shall be provided with financial assistance to construct milk collection centers
