NOTIFICATION

              In exercise of the powers conferred by section 117 of the Sikkim Cooperative Societies Act, 1978 (12 of 1978, the State Government hereby makes the following rules further to amend the Sikkim Cooperative Societies Rules, 1981, namely : -

Short title,

 extent and 

commencement

1.(1)

These rules may be called the Sikkim Cooperative Societies (Amendment) Rules, 2010.

 (2)

 they shall extend to the whole of Sikkim.
(3)  they shall come into force on the date of their publication in the Official gazette.
2. In the Sikkim Cooperative Societies Rules, 1981, after sub-ruil(1) of the rule 9, the following sub-rules shall be inserted, namely:
  (a)

Cooperative Society of unemployed youth and women having minimum educational qualification of class VIII passed and above which upon registration shall be eligible to get works at Panchayat level upto Rs. 50.00 lakhs for which calling of tender may not be necessary and such Cooperative society shall also be entitled to 15% rate preference.

  (b)

One out of every (four) works at the district level involving total amount of all such works up to Rs. 2.00(two) crores, may be kept reserved for the registered Cooperative Societies of educated unemployed youths and women for allotment or awarding to such society on the basis of competitive tenders among such societies.

  (c)

Labour and Construction Cooperative Societies may be formed and such Societies shall be eligible to works upto Rs. 20.00 lakhs in the Gram Panchayat Unit and shall be eligible to get 15% rate preference.

  (IB)

The Cooperative Societies of Registered Contractors of Class IV and III Grade if formed shall also be eligible to the awarded works upto Rs. 50.00 lakhs and shall be eligible to 15% rate preference.

 
(IC)

Cooperative Societies of unemployed youth and women having minimum educational qualification of Class VIII passed and above, Cooperative society of Labour and construction worker, Cooperative Society of Registered Contractor of Class IV and III Grade may be worked at such Municipal areas upto Rs. 50.00 lakhs for which calling of tender may not be necessary and such Cooperative Societies shall be entitles to 15% rate preference".
