In
exercise of the powers
conferred by section 55 of
the Sikkim Co-operative
Societies Act, 1978, the
State Government hereby
makes the following
amendments in the
Notification No. 1/Coop.
dated 11.5.1998 published in
Extra-Ordinary Gazette
number 112, dated 1st June
1998 regarding norms for
release of financial
assistance to Co-operative
Societies, namely: - |

1. In the
said notification, in
paragraph 3-
(i) Sub-paragraph (6) shall
be renumbered as
sub-paragraph (15)
(ii) After Sub-paragraph
(5), the following
sub-paragraph shall be added
namely : -
(2) Transport Subsidy:
(a) The Society should be
located in a rural areas
which is at least 30
(thirty) Kms, away from an
urban/semi urban centre.
(b) Additional transport
cost is to be borne by the
Society and not charged to
members.
(c) Each claim should be
certified by Departmental
Auditors.
(7) Marketing Incentive
(a) The Society has to
market local farm or forest
products outside its area of
operation.
(b) Price obtained by
members should be higher
than existing local prices.
(c) Each claim should be
certified by Department
Auditors.
(8) Business Development
Plan Assistance.
(a) The losses must arise
out of adverse market
conditions which should be
specified
(b) Feasibility plan to make
the Society viable within
three years should be given.
(c) Each claim should be
certified by Departmental
Auditors.
(9) Business Development
Plan Assistance.
(a) The Plan should be based
on actual market conditions
and professionally prepared.
(b) It should be approved by
the Department.
(10) Augmentation of
Investment in SISCO Bank
Ltd. and Apex Societies.
(a) The Society should have
regular dealing with the
Apex Organisations.
(b) Matching investment from
their own resources should
be mobilized.
(11) Upgradation of Storage
Capacity
(a) The Society should
create their own
construction fund
(b) The site should be
acquired in the name of the
Society.
(12) Development of
processing Units :
(a) Technical expertise
should be available with the
Society
(b) Proper Project report
should be prepared
(13) Members Education and
Office Bearers Training
Programme
(a) Prior approval of
Inspectors/Assistant
Registrar should be obtained
(b) The amount of assistance
shall be limited to actual
expenditure.
