11TH FIVE YEAR PLAN - COOPERATION DEPARTMENT

During the initial stage of planning, the State Government laid more emphasis on strengthening the physical infrastructure of the State. With the growth of infrastructure the State is now moving towards developing service sector. Promotion of service related activities through Cooperatives will bring much needed impetus in the growth of the State Economy.

In general, Public Sector is ineffective in terms of both Cost as well as time. Private sector on the other hand is efficient but exploitative. Under this scenario it is the cooperative sector which represents the middle sector. It is less exploitative yet more efficient with greater sustainability than the public sector. Ideally the administrative strength of the Government has reached the saturation point in respect of employment generation. If future Projects and Schemes are implemented through Cooperative Sector, the Government will greatly benefit in addressing the employment problem without the financial burden falling on the State. Though the Cooperative Sector may not be able to attain cent percent efficiency like Private Sector, it will not be as ineffective as Public Sector as well. In the long run Cooperative Sector will be able to maintain its sustainability.

Cooperative Sector will continue to promote Eco-tourism, Production based cooperatives, Livestock Cooperatives, Poultry, Dairy, Floriculture, Horticulture etc. Though much work has been done in Dairy, the Milk Union at the Apex Level needs to be strengthen further. Similarly Poultry Federation needs to be developed to be able to support its primaries.

The Department is working towards bringing every household of the State into the Cooperative fold. In coordination with NABARD, Self-Help Groups and Farmers Club is being actively promoted. These will be ultimately linked with Multipurpose Cooperatives.

The cooperative sector will have to develop its commercial as well as economic linkage with the mainstream. In order to achieve this, the sector will have to strengthen the cooperative infrastructure , develop Cooperative Human Resource through the State Cooperative Union and establish Corpus Fund for aiding schemes and projects.

In the 11th Plan, the ongoing schemes of the department will be continued besides laying emphasis to the new and viable schemes. Importance will be laid in capitalizing the State Cooperative Union for its infrastructure development. Aiding SIMFED will be another priority sector to strengthen the linkage between primary and Apex. Upholding the commitment made to SISCO, the remaining amount of Share Capital Participation will be released during the coming Plan. Construction of Godown will be another sector, which will be given importance in the forthcoming Plan. Newer Projects like organization of Producers’ Cooperatives which was started towards the end of 10th Plan will be continued and genuine cooperatives will be promoted through this scheme.

South District:- There are over 147 various types of cooperatives in the South district handling yearly business turnover of about Rs. 250 Lakhs. The south district will be emphasizing on organizing production oriented cooperatives as also awareness camp and education programme shall be taken up with active involvement of Panchayats to attract youths in cooperatives sector. Support shall be provided to revive sick and dormant cooperatives. The district will also create additional 3650 MT capacity rural infrastructure to facilitate marketing of farm produce. Cooperative business is mostly restricted to consumer business, marketing of small farm products, cash crops and credit business like KCC. The District may see formation of few service and producers’ cooperatives organized by educated unemployed youth in the coming years.

The 11th Plan would largely focus to strengthen the credit & marketing structure. Credit policy would be made simple so that credit is easily accessible to rural farmers. Marketing network shall be improved upon and price support programme shall be introduced to enhance local productivity. Sick and dormant cooperatives shall be revived under special package programme. To overcome housing problem (due to growth of population) Housing Coops. shall be organized in district headquarter. Hotel and wayside cafeteria shall be promoted in upcoming tourist spot like Samdruptse, Solopuk, Ravangla, Maynum Baley Dunga etc. to boost the tourism in the region. Member education programme shall be taken up aggressively besides enhancing capacity of cooperative leaders in the field of agriculture business, livestock farming, horticulture floriculture, forest nursery, tourism etc.

West District :- There are around 145 Cooperative Societies registered in the West District. The West District will be laying emphasis on Employment oriented activities thereby diversifying activities of MPCS in Gram Panchayat Unit. System of Credit flows in the rural area shall be made more simple so that each and every groups of economically, socially backward groups shall also be able to avail credit facilities for their economic growth. more production oriented cooperative shall be formed the villages with a view to provide employment to all. emphasis shall be given on training and education for management committee, members and employees of the societies and departmental functionaries.

The primary Milk Producers’ Cooperative functioning in the district shall also be made strong thereby providing bulk coolers, construction grants and proper training covering all difficult areas. with the view to provide rural employment and economic growth at the village maximum efforts shall be given for strengthening the activities of existing tourism cooperatives in the west District. Few more tourism cooperatives shall also be formed during 11th FYP period. the cooperatives on handloom, handicraft artisans and semi-processing units of Agriculture and allied produces shall be formed in the Gram Panchayat level. More emphasis shall be given on formation of floriculture cooperatives in the suitable areas of the district.


North District:- There are over 36 Cooperatives registered in the North District. Cooperative activities are mostly restricted to consumer business, marketing of small farm inputs, cash crops and credit business like KCC loan etc. only about 60% of the land in the district is available for cultivation and that too is not uniformly productive. As also very few farmers have taken up commercial cultivation. In this given situation, in the upcoming Plan, the District will lay emphasis in organization of service and producers’ cooperatives. The district will carry on all the ongoing schemes and programmes placing importance in creation of infrastructure for the cooperatives and transport, marketing assistance etc. The District plans to extend subsidies to Block Cooperatives formed out of active and good working SHGs within the District. A number of SHGs are already working at Gram Panchayat Level in production and marketing of Handicraft & Handloom items under the guidance of line departments.


East District :- The East District with 247 cooperatives is comparatively more cooperatively developed then the other districts. Gangtok being district head quarter and State capital as well, the district will continue with all the ongoing schemes and programmes. With the increase in tourist flow to the State, the East District will impart more awareness training on organization of tourism related cooperatives. More cooperatives on diverse projects will be encouraged to counter the growing employment problem in the State.
